A learning park in every subcouncil, built and guarded by its community: an open outdoor site run by a community Park Trust, with companies and SETAs funding programmes. Targets of at least 10,000 learner visits and 300 certified short courses per park each year, starting with three Metro South-East pilots in 2027/28.

Putting Cape Town’s community halls to work for learning, culture and livelihoods through an Education and Training tariff, on-site booking, longer opening hours and ward hall forums. Target: 40% of weekday hours booked by the end of year one and 60% by year three, piloted in 30 halls.

Ending petrol and diesel vehicle use in areas the City controls by 2035, starting with its own fleet, MyCiTi and contracted services. All new City light vehicles electric by 2029, with 20 conversion and retrofit centres and 10,000 public charging points by 2035.

Twelve measures anchored in Sections 152 and 153 to shorten clinic queues: Community Doctor Sessions using unplaced doctors at a flat R100 consultation, group care, a Fast Lane for repeat medication and prevention. Pilots in Khayelitsha, Mitchells Plain and one further Cape Flats sub-district, metro-wide by year three.
